If you run a training business and you are working through the list of YPO frameworks to see where your courses fit, this guide is for you. Training providers who deliver leadership, coaching, equality and diversity, health and safety or wellbeing programmes to the public sector usually meet the YPO training framework first, because it reaches buyers across the UK.
There are two parts to it. YPO's current agreement for training is 000999, which is set up as a dynamic purchasing system (DPS). YPO has also announced a successor, the 1175 Training Solutions Framework. This guide covers both, using public information only.
Who runs it and what it buys
YPO is a public sector buying organisation based in Wakefield. Councils, schools, emergency services and other public bodies buy through its agreements instead of running a full procurement themselves.
The 000999 agreement buys training for the emergency services and the wider public sector across 27 categories. Some are specialist subjects such as incident command and water rescue. Many are general: leadership and management, equality and diversity, GDPR, project management, coaching and mentoring, learning and development, health and safety and first aid, CPD, and health and wellbeing. A notice YPO published in January 2025 extended the DPS to February 2029.
Who it suits
On our frameworks page we describe it this way: good for providers with some public sector or professional-body delivery history, with UK-wide reach across a wide range of training categories, and work awarded through further competition among the approved suppliers.
A provider that has already run a programme for a council, an NHS trust, a police or fire service, or a professional body starts in a stronger position.
How you apply
You apply in your own name, through YPO's ProContract portal. Because 000999 is a DPS, it was set up under rules that keep it open to any provider meeting the selection criteria while it runs. You do not need to wait for a window, but check with YPO that your category is still taking applications.
The 1175 Training Solutions Framework works differently. In February 2026 YPO published a preliminary market engagement notice saying it intends to replace the 999 Training DPS with a framework under the Procurement Act 2023. It proposes four lots, which may change: off-the-shelf training, bespoke training, managed service provision, and specialist and regulated training. As of 30 September 2026 the tender itself had not been published.
Because 1175 is a framework, entry will run through a tender window, not rolling applications. YPO says it will advertise the tender on Find a Tender, so set up an alert there; our guide to using Find a Tender explains how.
What entry typically involves
The documents on the portal set the actual requirements. In general terms, entry typically involves:
- evidence of relevant delivery, ideally to a public sector or professional-body client
- insurance in place at the levels YPO sets
- a financial standing check
- a selection questionnaire covering your organisation, policies and capability

What being on it does and doesn't mean
Admission makes you eligible to compete. It does not bring work on its own. When a buyer needs a programme, it runs a further competition among the approved providers in that category, and you bid against the others each time.
Where it fits with the others
Of the six frameworks on our frameworks page, YPO has the widest reach and asks the most of your track record. If you are newer to public sector work, the Hull learning and training DPS and the EEAST training framework are lighter routes in.

Does getting on a YPO framework guarantee work?
No. It makes you eligible to bid in further competitions run by buyers. Each piece of work is still won against the other approved providers.
